House Bill 3091 would not have a fiscal impact on the Offices of the Insurance Commissioner's operations, revenues or expenses.
House Bill 3091, if enacted, would add a new section to the Code of W.Va. creating the Advance Mental Health and Addiction Parity Act which would provide for coverage of medically necessary mental health and substance use disorder services.
HB3091 make impact insurance rates in the private health insurance market. As drafted, HB 3091 does not appear to apply to HMOs, Healthcare Corporations, or Hospital, Medical or Dental Corporations.
