Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. In reference to HB3076, should the Courtesy Patrol be eliminated, the $5 million which is budgeted annually for this specific program could be utilized in other areas of the agency. These additional funds could be allocated for; additional maintenance work, more equipment purchases or increased matching dollars for federal road projects. Please note this Fiscal Note does not include costs from the Parkways Authority Courtesy Patrol.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The current contract for the West Virginia Division of Highways (DOH)Courtesy Patrol expires on May 31, 2021. If HB3076 should pass, the DOH would not continue to further pursue a new agreement. DOH would not have a contract in place for June 2021, which would save the Agency the monthly payment of $268,786. DOH has an appropriation line in our annual budget of $5 million for the Courtesy Patrol. This is comprised on the contractual expense to run the program as well as other associated costs such as; vehicles, fuel, and repairs or needed maintenance. It should be noted the $5 million for the Courtesy Patrol is a spending authority line only out of the State Road Fund and is not associated with the General Revenue Fund. In addition, this information is only for the DOH and does not include expenditures incurred by the Parkways Authority.
