Effect this measure will have on costs and revenues of state government.


SB475 will require an increase in general revenue of $6,233,422 for FY2023. This will increase the budget request not only for FY2023 but also the base for future years. We were instructed to provide a flat budget request and to work towards using special revenue in lieu of general revenue to run our programs. The Legislature already approves the spending authority for these accounts.

Explanation of above estimates (including long-range effect):


The estimates above are based on FY2021 spending authority approved by the Legislature. Note: HB2899 is a supplemental bill that increase items of appropriation in Funds 3188 and 3198 by a total of $159,700 which is not included in the estimates above. The increases are for 13000 by $153,000 and 91300 by $6,700. This will provide 10% matching for the federal grant and allow us to adjust the % from these accounts for recurring invoices so the programs are self sufficient.



Memorandum


This bill will increase the dependency on general revenue. It will not allow our programs to be self sufficient and since all employees in each section are cross-trained to carry out our funded and unfunded mandates it removes the flexibility between special revenue accounts within sections.
