Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish a “Civil Air Patrol” license plate option through the West Virginia Division of Motor Vehicles. The plate carries a one-time $10 fee and an annual fee of $15 in addition to all other fees. The legislation would be subject to the provisions of §17A-3-14(d) which require the Division to collect at least 250 completed applications, along with all associated fees, before design and production can begin. Therefore, total revenue would be $6,250 (($10 x 250) + ($15 X 250)). The Division estimates it will cost $2,990, (26 hrs. X $115/hr.) for programming the cash register, and $3,600 (40 hrs. X $90/hr.) for mainframe programming. Registration plates of this nature cost approximately $7 per plate and will produce a total plate cost of $1,750 ($7 x 250). This produces a total current expense $8,340 ($2,990 + $3,600 + $1,750).
