Effect this measure will have on costs and revenues of state government.


This funding that would be used to facilitate the needs and request from Volunteer Fire Departments throughout the State, would have an significant positive impact to their operations and expenses provided through the services they render with their community. If the funding mechanism is increased to the insurance surcharge, it will be very helpful to the operation of fire departments throughout out the State and particular to Volunteers and their fire departments/members. They are more than deserving of any assistance and support their given for operations and expenses incurred.

Explanation of above estimates (including long-range effect):


Based on the funding mechanism which is a critical piece, this will determine the breakdown revenue/assets to assist volunteer fire departments and funding to support their operations. Based on current funding received by volunteer fire departments from the revenue received from the insurance surcharge, it's estimated that an additional $10,000,000 would be added to the fund which would mean that each part-paid and volunteer fire department would receive up to a $23,000 dollar increase in what they receive from the State. This would help them in a multitude of ways to meet the expenditures they general incur as described in WV Code 8-15-8b.

This amount of revenue would provide a significant impactful resolution to many fire departments concerns pertaining their expenses and obligations to operate properly within the communities they serve. We commend these valiant servants in all their efforts.
