Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Moving the School Building Authority (SBA) under the Department of Education (DOE) will bring about an increase in rent expenses for the DOE of $39,800 monthly which equates to $476,000 annually. This is based on the Department of Administration, General Services Division rent rate for DOE. These rates are subject to change annually. Although the SBA's assets are estimated to total $800,000, those funds would be lost in the cost of rent expenses after almost two years. Thus, the ongoing expense annually would be $476,000. Should the SBA staff remain in the facility where they are currently located, the expenses associated with needing to change all contracts/grant awards/facilities maintenance/asset management/legal would need reissued/bid/negotiated to include the new organizational structure, according to the Attorney General. The estimated costs associated with this are far too great to determine at this time.
