Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This bill does not impact the WV public schools system because screening for Adverse Childhood Experiences are administered by a licensed health care provider. County school systems do not employ licensed health care providers; therefore, the screening could not be conducted directly by the schools. Instead, the private and public health insurance companies costs should be determined by Banking and Insurance.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The technical defect is that screening for Adverse Childhood Experiences is desiged to be administered by a licensed health care provider. WV county school systems do not employ licensed health care providers, so the screening can not be conducted directly by the schools. School personnel can refer uninsured students to school based health centers and other federally qualified health centers to receive the screening. These centers currently provide free care or bill on a sliding scale.
