Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to ensure that screenings for adverse childhood experiences (ACEs), as part of preventative child wellness visits, are covered by insurance. ACEs are traumatic experiences occurring in childhood which create real and lasting psychological changes to the brain, immune system, stress response and behavior patterns; the result of which is higher risk for certain chronic diseases. PEIA currently pays for preventative child wellness visits at 100%. There is a range of designated codes in the Healthcare Common Procedure Coding System (HCPCS) which are used to identify when a screening was performed during a well visit, indicate if the screening was positive or negative, and document the level of mitigation recommendations. There is no fee charged for ACEs codes used with the child wellness visit as they are deemed to be informational only. If a fee would be designated for such codes, PEIA estimates that it would cost an additional $315,210 to $630,420 annually. Otherwise, PEIA would have no fiscal impact if the proposed bill were passed.

Explanation of above estimates (including long-range effect):


PEIA assumes if a fee were designated for the HCPCS codes it would be between $10 -$20. PEIA assumes an average of 31,521 wellness screenings per year.



Memorandum


There is no fee charged for ACEs codes used with the child wellness visit as they are deemed to be informational only. If a fee would be designated for such codes, PEIA estimates that it would cost an additional $315,210 to $630,420 annually. Otherwise, PEIA would have no fiscal impact if the proposed bill were passed. The cost above is shown at the midpoint of range $472,815.
