Explanation of above estimates (including long-range effect):
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The proposed legislation would include electric buses in the foundational allowance for alternative fuels. This allowance is calculated in part based on total miles driven by alternative fuel type buses. Currently, the State does not have any electric buses providing student transportation, and we cannot accurately estimate how many electric buses may be added as a result of this legislation or the amount of miles that these buses would be driven.
The proposed legislation would also increase the foundational allowance for the portion of the school bus fleet that is manufactured within the state of West Virginia. Currently, there are no school bus manufacturers in the State, but should a school bus manufacturer open in the State there could be an additional cost. The department does not currently have the data needed to estimate this additional cost.
