Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide a special registration plate for certain motor vehicles operated by an auto mechanic for purposes of repairing, servicing, testing, or diagnosing malfunctions of the motor vehicle. As a result of this bill the Division would need to add personnel in order to monitor the certified mechanics compliance with code, policy, and procedures. The Division estimates that it will need to add one inspector position for each 125, or fractional part thereof, certified mechanics. This estimate is based upon a maximum of 1 inspector being required. Should more be required the costs to the agency would increase proportionately. The average salary for an inspector is $41,000 with the average benefit cost being $20,090, for a total personal services cost of $61,090 ($41,000 + $20,090). Salary and benefits would be an annually recurring expense in future years. The inspector will need to be outfitted with the following equipment and services; laptop $809, printer $100, Office of Technology charge to set up laptop $200, cell phone $60, data plan $630, vehicle rent $7,320, office supplies $200. The total inspector specific costs of $9,319 ($809 + $100 + $200 + $60 + 630 + $7,320 + $200). The approximate cost of the type of plates required is $4 per plate for a total first year plate cost of $2,500 ($4 per plate x 5 plates per certified mechanic x 125 certified mechanics). The Division will also need to program the cash register system to accept the new fees, these costs are estimated to be $9,660 (84 hrs. * $115 per hour). Total first year current expense of $21,479 ($9,319 + $2,500 + $9,660). The Division estimates that 10% of the plates will need to be replaced on an annual basis. This produces an annual plate cost of $250. Other recurring costs for future years include the data plan $630, office supplies $200, and vehicle rent $7,320, for a total of $8,400 ($250 + $630 + $200 + $7,320). The bill provides for a certificate procedure whereby the Division will gain sufficient evidentiary material to establish the applicant's standing as a bonafide auto mechanic. Once approved, the applicant will be issued a certificate and one (1) special plate to use in the course of performing their duties as an auto mechanic. The bill establishes the cost of the certificate and plate issuance as $100. Total Revenue generated by the certificate issuance process would be $12,500 (125 mechanics x $100). Furthermore, the approved auto mechanic will be eligible to purchase four (4) additional plates at a cost of $25 each. Total revenue generated by the sale of additional plates would be $12,500 (4 plates x 125 mechanics x $25). Total program revenue $25,000 ($12,500 + $12,500)
