Explanation of above estimates (including long-range effect):
HB 4588 will create approximately $189,125 in special revenue in FY 2023 and in subsequent years. While West Virginia does not currently require state certification of crane operators, it did prior to June 16, 2021. Prior to that date, there were approximately 1,840 crane operator certifications per year based on a three-year average (1,840 x $75 certification fee= $138,000). Additionally, there are currently 1,087 HVAC-technicians-in-training and 958 plumbers-in-training (2,045 x $25 license fee= $51,125).
