That beginning July 1, 2022, and continuing in 30 day increments thereafter, any county which confines equal to or less than their pro rata allotment of inmates, as provided in the table below, during the 30-day period inclusive of the first and last day shall pay $5 less per day, per inmate than otherwise provided:

Explanation of above estimates (including long-range effect):


Using actual 6 months worth of billing data and assuming that the per diem is frozen at $48.25 for another year, I have calculated that on average there will be approximately 8,578 days a month on avg. that fall below the allotment set forth in this bill. This will amount to approximate monthly savings to counties of $42,890 which equates to a yearly total of $514,680. This would result in a loss of revenue ($514,680) to the jails on top of the amount already not being received due to the perdiem freeze. ($5,673,547)



Memorandum


Please note that there is no mention of the perdiem being frozen an additional year in this version of SB621. In that case the counties that fall under the allotment would actually be paying a perdiem of $54.13-$5 = $49.13 which is higher than the current frozen perdiem of $48.25. I calculated assuming it was meant to freeze again for the next Fiscal Year.
