Effect this measure will have on costs and revenues of state government.


This bill makes the suggestion of freezing the perdiem at $48.25 for an additional 2 years. This will caused a decrease in revenue coming into the Jail Funds. In the past DCR has been given the additional appropriation to offset this difference. The Current year budget office calculated perdiem for jail inmates is $54.13 and the freeze would be at $48.25 which is a difference of $5.88 per jail inmate day. A new perdiem will be calculated for Fiscal Year 2023, which could be higher or lower.

Explanation of above estimates (including long-range effect):


To date we have billed counties 562,852 days through Jan. That is an average of 80,407 days a month which would project out to 964,889 for the year. I multiplied the perdiem rate difference by projected yearly days billed($5,673,547). I was going to also make a note that this is based on the current fiscal year perdiem and could possibly change when the new budget office calculation is done for FY23. Memorandum


Per Diem amount calculated by the budget office could change over the next two years and the amount of days billed could vary as well. This is assuming perdiem stays the same and the days bill stay the same over the next two years. There may be a need for a supplemental if the the Budget office calculated per diem is higher for FY 23 & 24.
