Explanation of above estimates (including long-range effect):

The estimated annual cost of the proposed legislation is $893,750 and will be borne by the county boards of education. This cost was calculated by first multiplying the proposed compensation rate of $250 by the proposed maximum number of meetings in any one fiscal year (45) by the number of board members in each county (5) by the total number of counties (55) which produces a maximum total annual cost of $3,093,750. This amount was then compared to the current maximum statewide annual cost for board member compensation of $2,200,000 which is calculated as follows: $160 compensation rate multiplied by 50 meetings in any one fiscal year multiplied by 5 board members in each county multiplied by 55 counties.

Memorandum

The estimated annual cost of $893,750 is the maximum cost that would be borne by the county boards of education. This cost can vary based on the number of meetings held in a fiscal year by county and the attendance rate of individual board members.
