Explanation of above estimates (including long-range effect):


There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Plan (PSSP) are not being increased. Memorandum


The proposed legislation prohibits classroom teachers or special education classroom teachers who participate in an individualized education program committee from being required to prepare, or reduce to writing, the individualized education plan (IEP). Under those circumstances, county boards of education would be required to hire additional staff, such as IEP specialists, in order to write IEPs. The proposed legislation sets forth a uniform rate of pay teachers are to receive for voluntarily exchanging their duty-free lunch to perform duties at the school at 6.25 percent of the teacher's daily rate of pay. County boards of education will see an impact on their budgets as a result of the proposed legislation in instances where the monetary compensation found in current duty-free lunch exchange agreements differs from this statutorily defined rate.
