Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


It is my understanding that this will not have any negative impact on state government but it would have a substantial and positive impact to the volunteer fire service which is in need of added support that includes but not limited to financial support for the operations of the valuably critical departments and the service they provide. The increase in financial support to the existing Fire Protection Fund and the Fire Service Equipment and Training Fund would expand the ability of the State Fire Commission and the State Fire Marshal's Office to assist in supporting the needs of the Volunteer Fire Departments for operations and the maintenance and continuance of equipment and training for the departments. The establishment of a funding source for the Recruitment and Retention Fund would allow the State Fire Commission and the State Fire Marshal's Office to expand beyond the current length of service award program (LOSAP) currently in place without established funding.

Explanation of above estimates (including long-range effect):


This would be increased annual revenue in the ballpark of $21,500,000.00(Total Increase of 0.45%) that would be broken down if the bill passed to provide support to the following funds: Fire Protection Fund - $13,760,000.00; Fire Service Equipment and Training Fund - $4,730,000.00; Fire Service Recruitment and Retention Fund - $3,010,000.00. Please note: This type of funding would provide ample support to administer funding for emergency response operations, fire service equipment and training, and the establishment of recruitment and retention programs/strategies to help tackle some of the primary issues of the volunteer fire service.



Memorandum


This bill would provide clear and concrete solutions to the volunteer fire service in nearly every aspect that is currently faced in the communities of the volunteer fire service statewide.
