Explanation of above estimates (including long-range effect):
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The fiscal note was derived by determining the cost of testing per sample (provided kit, postage, consumables) as well as an estimate of the increase of samples expected. The computerized criminal history (CCH) is updated to indicate if an individual has provided a sample for the WV DNA Database. To determine an estimated increase in the number of samples expected with the enactment of this legislation, a query of unique individuals arrested for the proposed felony crimes who have not provided a sample for the WV DNA Database was performed and averaged over the last five (5) years. The fiscal note also includes a new full-time employee with benefits to assist with the mailing of DNA Collection kits to agencies, the intake and sample login of new DNA Collection kits, reagent preparation and quality control work.

Office Space for Employee
Sample Storage Space. Currently have space for approximately 8,000 additional database samples. Not accounting for an influx in samples from this bill, the laboratory will run out of available storage in about 2.5 years based on samples received from 2018-2021.
