Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to waive all fees for special registration plates to the Gold Star next of kin of a member of any branch of the armed services of the United States killed in combat. This eliminates the one-time fee of $10, the annual registration fee of $50, the $1 litter fee, and the annual $0.50 insurance fee. There are 65 Gold Star plates currently in existence. The Division estimates that this number will remain consistent with one new plate sold each year and one plate not renewed each year. Therefore, the Division estimates that revenue will decrease by $3,358 (($10 x 1 new plate) + ($51.50 x 65)). Expenses to implement the legislation will consist of cash register programming of $1,725 (15 hours x $115 per hour).
