Explanation of above estimates (including long-range effect):


There is no additional cost to the West Virginia Board of Education (State Board) for this proposed legislation because additional duties of the State Board, as contemplated by the proposed legislation, would be absorbed as regular business items. The proposed legislation would not cause there to be additional meetings of the State Board or cause a need for additional State Board staff. Currently, the State Board’s operating budget is for administrative costs and normal operations. However, if unanticipated additional costs to the State Board would arise as a result of the proposed legislation, the State Board’s administrative budget would not be sufficient.



Memorandum


The proposed legislation does not set up a general governing structure for the pilot school governing boards (i.e., are board members eligible for travel reimbursements and, if so, at what rates and what entity is responsible for payment; are members eligible for per diem payments for each meeting they attend and, if so, at what rates and what entity is responsible for those payments; are meeting required at certain intervals; how are members appointed in the case of a vacancy; are board positions automatically vacated when underlying circumstances changes, such as a community board member moving to another community; are board meetings subject to open public meetings laws of the State, etc.).
