Explanation of above estimates (including long-range effect):


During the 2021 Legislative Session, special teaching assistant service personnel positions, Aides V and VI, were passed into law through HB 2145 to provide additional support to special education and behavior specific classrooms. These positions were inadvertently removed from statute during the 2022 Legislative Session due to an older version of a statute being utilized in consideration of SB 531 which provided a 5% across the board pay increase to county board employees. The proposed legislation corrects this issue. There is no additional cost to the state beyond what has already been expressed when the positions were initially codified. WVDE does not believe the omission resulted in positions not being posted or filled, but correction is needed to prevent such issues from occurring in the future.
