Effect this measure will have on costs and revenues of state government.
This bill would require the Attorney General's Office to promulgate new rules the establishment and qualification of a third-party dispute mechanism to be supervised by the Office's Consumer Protection Division. This would increase expenses, both when researching and engaging in the process of rulemaking as well as then supervising a new dispute resolution process.

Explanation of above estimates (including long-range effect):
The numbers above are to reflect the certainty that current expenses would increase and that there would be new expenses that are not knowable at present. The process of researching and developing rules to establish and provide for the qualification of a third-party dispute mechanism would take an unknown period of time. Additionally, the ongoing obligation to supervise that process would take available attorney time, limiting that resource and raising the potential need to resort to outside legal resources to handle then-existing case work. It is projected that at least 1 new paralegal would be needed for support, which is reflected in the numbers above. Furthermore, the third party mediation process contemplated by this bill would have to entail third party mediators, as well as space and additional expenses, not to be paid by the consumers. This would be a further expense beyond those described above. In short, although total amounts cannot be readily ascertained, this bill would result in increases to existing expenses as well as new expenses.
