Explanation of above estimates (including long-range effect):
This bill proposes to add new articles to W. Va. Code, designated as §5-30-1 through §5-30-10, creating the Council on Efficient Government. It is not clear or easily feasible to determine what fiscal impact this would have on the Purchasing Division. That determination could not be made unless and until the Council would make a recommendation for privatization with an agency head, at which time the Purchasing Division may or may not be required to solicit for that good or service depending on the agency’s exempt status, estimated spend, etc.
