The West Virginia Department of Education is unable to provide a cost estimate for the proposed legislation. The Department does not have a way of estimating how many teachers would apply for a change in salary based on the proposed legislation. In addition, we do not know if those who will pursue a master’s degree will do so in their related field.

Explanation of above estimates (including long-range effect):


The West Virginia Department of Education is unable to provide a cost estimate for the proposed legislation. The Department does not have a way of estimating how many teachers will pursue a master’s degree, and if so, will do so in their related field. Additionally, during an academic year, teachers may be assigned to a variety of courses that could cross over different fields. Based on local school schedules, teachers may be assigned to teach one or many of the areas under their certification and the Department would not feasibly be able to match the “field” area at the time of application. In addition, there may be teachers who are not currently employed pursuing advanced degrees and the Department would not have a mechanism to ascertain, at the time of application, the “field” they would be teaching once employed.
