Effect this measure will have on costs and revenues of state government.
This proposed legislation does not address who will be responsible for covering the costs of courses after a classroom aide enrolls in a higher-education institution as required by the provisions of this bill. If lawmakers intend for the costs to be paid by the participant, then there would not be any fiscal impact on WVDE for that stipulation. Additionally, the WVDE does not have any data regarding how many classroom aides would choose to participate in the pathway program; therefore, WVDE does not have the information necessary to estimate the potential costs of this legislation for the State.

This legislation creates a new program; therefore, the WVDE lacks the information necessary to calculate the potential cost for the State.
Memorandum
It is unclear if classroom aides choosing to participate in the pathway program need to complete only a bachelor degree program at an institution of higher education or if the bachelor degree has to be in a teacher preparation program. Additionally, this legislation does not address who would be financially responsible for the program participant’s courses toward the completion of a bachelor degree program. This bill could be strengthened if lawmakers decided to give more latitude for the classroom aide to complete a designated program outside of an institution of higher education similar to the latitude that has been provided for alternative certification pathways for candidates who hold a BA degree
