Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The purpose of this bill is to provide tuition fees at an institution of higher education for certain persons, who are not yet residents, at the rate for residents of the state. The bill also provides requirements to be met by these persons before qualified for resident tuition rates, based upon employment by a business or organization that is established in this state as part of a program under the Economic Development Act of 1985. The potential student population impacted by this proposed bill cannot be determined; however, we don’t anticipate a significant increase in student enrollment from providing this in-state tuition incentive. Providing this incentive is worthwhile but will not have a sufficient impact to require additional state appropriations.
