Effect this measure will have on costs and revenues of state government.
Passage of HB2275 with its proposed change to §22-15 will not affect expenditures or revenues for the DEP, provided an analysis of the coal is sufficient to comply with the sample requirement.
A physical sample of coal and coal products would require some sort of additional storage space and that would have a cost. This bill does not provide a funding source for the associated storage costs, in the event that storage would be required.
