Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This bill creates a new grant program which the Department of Veterans Assistance would administer. We do not anticipate it would create or generate additional revenue, though if enacted, it would create additional costs. The additional costs associated with the new program would be additional staff time to administer and monitor the grant program, as well as print and media costs to promote the new program. These costs are in addition to the $5,000 awarded to each veteran grant recipient. At this time, it is difficult to estimate how many applications would be received annually.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimated cost is based on the following considerations and assumptions: The Department would need an additional position dedicated to the administration and monitoring of the Welcome Home Grant Program. This position would be responsible for the application process, verifying proof of residency, and processing grant payments. This FTE would also develop a database for collecting statistical data to be used for reporting on performance measures, as well as any required annual (or other periodic) reports. Salary and benefits for this position are estimated to be $69,025.00. The Department has an existing FTE and estimate 25% of their time would be dedicated to this program. $69,025 x 25%= 17,256.25. Additionally, though partnering with other state economic development programs, the Department anticipates additional costs for media marketing and promotional materials. These costs are estimated to be $24,500.00 These costs are in addition to the $5,000 awarded to each veteran grant recipient. At this time, it is difficult to estimate how many applications would be received annually.

As written, this legislation, in order to be eligible for the grant, is requiring proof of residency as well as proof of employment. Considering the prevalence of remote work, proof of employment should not be a condition of the grant award.
