Explanation of above estimates (including long-range effect):


This bill simply requires telemarketers making unsolicited phone calls to ensure the area code and point of origin appear in a phone’s caller identification. Failure to do so would be a violation of State law under the Consumer Credit and Protection Act, but there is little expectation that this possibility would lead to significant new enforcement work sufficient to increase overall costs/expenses. There would be investigation and litigation expenses, addressing discovery on this issue if a telemarketer refuses to comply with the law. Those costs cannot be determined as they would be case specific.
