Memorandum


A full repeal of Article 4a, Chapter 3 of the West Virginia Code would expressly violate the Help America Vote Act of 2002 and the Americans with Disabilities Act of 1990, which mandate handicap-accessible electronic voting equipment to be available for all federal elections held in in every precinct in every state.
