Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This piece of legislation requires certain persons required to register with the State Police including sex offenders and child abusers to pay an annual fee which provides for use of the State Police to defray costs associated with monitoring sex offenders and maintaining the Central Abuse Registry. The revenue associated with this is approximately $520,200 with minimum initial expenditures of $181,136 to manage the additional duties involved.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The State of West Virginia currently has 5,869 Sex Offenders and 1,067 Child Abusers @ $75 per person per year = $520,200 but will fluctuate yearly depending on number of offenders in state. A minimum of the following will be required initially: 1 FTE - Office Assistant III with benefits to track the information $32,225 Office Equipment: $5,000 Supplies $5,000 3,000 hours of annual Trooper Overtime to monitor from a detachment level: $138,911
