Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The proposed legislation does not appear to involve an or decrease in revenue or expenses for the State. The legislation only adds language as to a specific order of needs that the funds must be spent from this fund, and adds clarifying language to include public charter schools within the code section. However, the specific code section, and the fund being discussed within that section, fall under the WV Department of Education. There is nothing specifically within this bill that appears to relate to the School Building Authority of WV unless these funds would somehow be used in conjunction with an allocation for safe school measures brought before the SBA. For that reason, we would need to defer to their expertise in the handling of the fiscal note for this measure.
