Explanation of above estimates (including long-range effect):


Initial costs: $302,215 + Annual costs $80,000 - Regional trainings on approved screening instruments for LEA level staff (8 regional trainings @ approx. $10,000/training) $20,000 - Creation or purchase of online training modules to be used in the years following the initial rollout of the approved list of screening instruments $19,215 – Reimbursement of initial application fees for Structured Literacy Dyslexia Specialist (SLDS) certification for each LEA ($315/ea.) $183,000 – Reimbursement of tuition/fees for 145-hour course requirements for initial certification of SLDS for each LEA (approx. $3,000/ea.) Annual costs: $445,040 $406,000 – Purchase of additional screening instruments to be used for students exhibiting potential indicators of dyslexia ($7/ea. for approx. 58,000 students) $30,500 – Reimbursement of tuition/fees for 10 hours of CEUS annually for certified SLDS in each LEA ($500/ea.) $8,540 – Reimbursement of certification renewal fee for SLDS in each LEA ($140/ea.) (If an LEA’s certified SLDS resigns, retires, or relocates, the need to go through the certification process with another individual may exist, increasing the annual costs. The bill also includes language that might indicate more than one individual in each LEA could pursue certification. It would be impossible to estimate that amount, which is why 61 (1 per LEA) was used.)
