Memorandum
The language in this bill requiring the therapist to be a licensed professional counselor will limit the pool of applicants for counselor positions.
Current law allows for a therapist to be employed directly by county boards of education with any of the following certifications/licenses: school psychology, school counseling, licensed professional counselors, licensed clinical psychologists, or licensed clinical social workers. Given the shortage of mental health providers in the State, legislation that limits the candidate pool even further creates an additional barrier to providing valuable services to students.
