Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The Department of Administration is not the appropriate department to complete this fiscal note. Please reassign it to the State Budget Office.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. No areas of vagueness were identified. The following technical defects were identified: 1) It is the belief of the agency that "Department of Personnel" referenced in subsection §5-1F-2(b) should be "Division of Personnel" consistent with with terminology used throughout state code. The following special issues were identified: 1) The Division of Personnel (DOP) only has purview over vacant positions under the DOP merit system. 2) The DOP does not have access to the information necessary to comply with the annual report requirement being established at §29-6-7(b)(11)(A), even for positions covered by the DOP. 3) The DOP receives special revenue through fees charged to covered agencies based on covered positions, both filled and vacant. DOP provides services to agencies pertaining to vacant positions such as recruiting, classification of the position, posting of the vacant position, processing transactions related to the vacant position, etc. Loss of this revenue would impact operation of the DOP and services to agencies.
