Effect this measure will have on costs and revenues of state government.
Unfortunately, the WVDE is unable to estimate the cost of this proposed legislation due to a lack of expertise necessary to calculate the fiscal impact of allowing county board of education employees the option to opt for a lumpsum payment for unused personal leave. The WVDE believes that the Consolidated Public Retirement Board (CPRB) and the Public Employees Insurance Agency (PEIA) would be better equipped to provide information regarding the fiscal implications that may result from the enactment of this proposed legislation.

Explanation of above estimates (including long-range effect):
Unfortunately, the WVDE is unable to estimate the cost of this proposed legislation due to a lack of expertise necessary to calculate the fiscal impact of allowing county board of education employees the option to opt for a lumpsum payment for unused personal leave. The WVDE believes that the Consolidated Public Retirement Board (CPRB) and the Public Employees Insurance Agency (PEIA) would be better equipped to provide information regarding the fiscal implications that may result from the enactment of this proposed legislation.
Please note, the WVDE would be able to provide data relating to employee accrued unused personal leave that can be provided to CPRB and PEIA to assist with calculating the potential fiscal impact of this proposed legislation upon request.
