Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The purpose of this bill is to encourage veterans of the Armed Forces of the United States to take advantage of the existing West Virginia Invests Grant, which pays for tuition and fees for eligible programs offered by the state’s institutions of higher education. The bill would require the public institutions to develop plans to assist student veterans who are eligible for the Invests Grant. The bill also would require student veterans who receive the grant to remain in West Virginia for five years after completion of the degree or certificate for which the grant was received. State institutions of higher education already are required to provide student veteran support; therefore, it is not expected that developing plans to assist veterans with the Invests Grant would require additional appropriations. While this bill may encourage increased enrollment in eligible programs, student veterans currently are eligible for the Invests Grant, so no additional appropriations are expected to be needed for the Invests Grant fund.
