Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Secretary of Health and Human Resources to engage behavioral health and substance use disorder providers, municipal leaders, and county government leaders to study a breakdown of homeless demographic information throughout West Virginia; and report the findings of the study to the President of the Senate, Speaker of the House of Delegates, and the Joint Committee of Finance and Finance. The Department estimates a fiscal impact of approximately $150,000 for the anticipated one year period of the study.

Explanation of above estimates (including long-range effect):


The cost breakdown includes contractual costs of $120,000 to partner with one of the State's Universities to obtain research and analytical resources to provide direction, evaluation of collected data and preparation of final reports. In addition, the Department projects potential costs of up to $30,000 for other administrative and programmatic expenses. Of that $30,000, we are allotting $20,000 for incentives for shelters and other provider agencies to report data. All identified costs would be one time depending on the evolution and results of the study. One of the challenges consistently encountered by the Department and conveyed through many forums is obstacles with finding and hiring Epidemiologists to assist with compiling and reviewing data for Behavioral Health Services, therefore the need to work with external agencies for such services.



Memorandum


It should be noted that the Department's, Bureau for Behavioral Health is not the sole designated agency responsible for providing/coordinating assistance to the homeless within the State. The existing coalition of partners was considered during the creation of the West Virginia Interagency Council on Homelessness (WVICH) established by Executive Order No. 9-13 under the Tomblin Administration which assigned representatives from a wide ranging number of State agencies for inclusion. As evidenced throughout the WVICH initiative, it is essential to have all encompassing and active participation from a wide range of partners, including other State agencies to provide data and assist with development of any findings for presentation of a final product. Any costs incurred by those agencies would be external to this fiscal note request.
