Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish quick response teams (QRT) under the Office of Drug Control Policy to act as first responders in narcotic related medical emergencies. The Department currently provides funding for 35 QRTs covering 38 counties. Those existing QRT programs are funded through a variety of resources to include Office of Drug Control Policy (ODCP), Federal State Opioid Response (SOR), and Bureau for Public Health's Centers for Disease Control Overdose Data to Action grants (ODTA). The costs of current initiatives vary by county reaching up to $200,000 to $300,000 annually. It should be noted that some of the current county initiatives are funded at a lower level. Current funding is from federal sources and is not guaranteed beyond the current grant cycles, therefore additional funding to continue services may need to be requested in the future. The Bill as written does not specifically require the implementation of QRTs but the establishment of a plan by the Office of Drug Control Policy for creation of Quick Response Teams. As a result, costs for implementation would be tied to the final plan established by the ODCP. Once the plan is finalized, reasonable cost estimates could be provided for the cost to the state. If the legislation in its current format is intended solely to create a plan to address the development and provide oversight then there would be no significant additional costs pending creation of the plan, at which time a more definitive fiscal projection could be provided if the services were to be expanded beyond current capacity.

Memorandum


The Bill references Narcotic-related medical emergenices but does not address additional drugs such as stimulants. The Bill as written references work done following an arrest at the regional jails, or at a treatment facility; however, Quick Response Teams (QRTs) are generally identitified as pre-arrest diversion programs that involve interdisciplinary overdose follow-up and engagement with survivors to link individuals to community based treatment and recovery services during the critical period following overdose.
