Effect this measure will have on costs and revenues of state government.


HB3135 revises section 6-7-2 of article 7 to increase the Commissioner of Agriculture's salary to 85% of the compensation of a member of the US Congress beginning in calendar year 2025. Currently a member of the US Congress is compensated $174,000 annually, setting the Commissioner's salary at $147,900, an increase of $52,900 from the current salary. This would require an additional general revenue appropriation in 0131-1400-00100 to fund the increased cost. The below estimates and memorandum are prepared only for the impact the bill would have on the Department of Agriculture and not other constitutional offices.

Explanation of above estimates (including long-range effect):


As the salary increase would be effective in calendar year 2025, there will not be any estimated FY2023 or FY2024 increased costs. FY2025 increased costs are estimated at $26,450 ($52,900 divided by half a fiscal year), and a minimum of $52,900 upon full implementation. This cost estimate does not reflect any increases to a US Congress member's salary in future years that may occur which would likewise increase the Commissioner's salary. This annual cost would require an additional general revenue appropriation. There will not be any effect on revenue.



Memorandum


While US Senators and US House Representatives currently are required to have the same level of compensation annually, this section of code would need revised if that were to change in the future.
