Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This piece of legislation affects the motor vehicle inspection program in that it would require vehicle inspection every two years instead of every year. $6 per sticker shall be charged by the State Police to the inspection stations. Expected revenues are listed below for year one; future years are projected in the explanation.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. A charge of $6 per sticker (an increase of $3) shall be charged by the State Police to the inspection station. Actual Revenues for the Motor Vehicle Inspection Program for FY2022 were $4,151,360. This piece of legislation would roughly double the amount of revenue received the first full year of implementation, an increase of $4,151,360. Since the assumption is that the effective date of this legislation would be January 1, 2024, the estimated increase in Revenue for FY2024 would be 6 months or $2,075,680. Since the stickers would be valid for two years instead of one, FY2025 would show a decrease in revenue after the first 6 months. In general, only newly purchased cars would need a sticker. It is estimated that by FY2026 the annual revenue stream to this program would level and be consistent from year to year. The maximum fees allowed for stations to charge for vehicle inspections increases from $14 to $19. This has no fiscal impact on the State Police.
