Effect this measure will have on costs and revenues of state government.
If we give a locality pay differential of up to $10,000 for Fiscal Year 2024 for the Correctional Officer positions within the facilities that have a 40% or greater vacancy rate, it would have the following impact to the 940 filled and vacant positions currently with a total increase to current budget of $11,144,655 with salaries and employee benefits.
Current filled and vacant FTE for Correctional Officer positions General Fund: 563
Increase to General Revenue budget for $10,000 at 563 FTE with employee
benefits included: $6,671,550
Current filled and vacant FTE for Correctional Officer positions Special Fund: 377
Increase to Special Revenue budget for $10,000 at 377 FTE positions with employee benefits included: $4,473,105

Explanation of above estimates (including long-range effect):
Locality pay differential of up to $10,000 per year for those facilities working with a staffing shortage with a greater than 40% vacancy rate. This would include employee benefits at 18.5% in the calculation for what would be needed for Fiscal Year 2024.

If we give a locality pay differential of up to $10,000 for Fiscal Year 2024 for the Correctional Officer positions within the facilities that have a 40% or greater vacancy rate, it would have the following impact to the 940 filled and vacant positions currently with a total increase to current budget of $11,144,655 with salaries and employee benefits.

Increase to Special Revenue budget for $10,000 at 377 FTE positions with employee benefits included: $4,473,105 (In addition to the expense for the locality pay this would create an increase to the per diem as calculated by the State Budget office)
