Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This will increase the current uniform allowance for the West Virginia National Guard Officers from $100 per year to up to $500 per year, as determined by the Adjutant General. The total value of a military uniform for a new Officer ranges from $1,600 to $2,400. Over the course of their careers, officers must replace and maintain their uniforms as a personal expense. This legislation also adds the requirement to provide new members of the National Guard that require maternity or other specialty uniforms a sum not to exceed $500.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The number of Officers that quality for this uniform allowance averages 570. We used $500 allowance for 570 individuals to determine the need for $285,000 additional State funds in General Revenue Fund 0433 Military Authority Appropriation 74800. This increase will be needed each fiscal year as an on-going request.
