Explanation of above estimates (including long-range effect):
Implementation of this proposed legislation will require the WVDE to incur a one-time cost for the creation of standards for a standalone course in in personal finance.
Memorandum
W. Va. Code ยง 18-2-7c already provides a requirement that personal finance to be integrated into the curriculum of an appropriate existing course for students in secondary schools. Currently, one-third of the required 12th grade Civics course includes personal finance instruction. This will require changes to graduation requirements in the counties and may limit the elective opportunities.
