Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill proposes to remove the authority of the director of the Purchasing Division to establish an annual fee required by vendors doing business with the state. Currently, that fee is set at $125. During Fiscal Year 2022, a total of 3,156 registrations were paid for by vendors, generating a total of $394,625.00 for the Purchasing Division through this special fund. It is important to note that this special fund is used to pay for salaries, rent and other vendor registration costs. For the wvOASIS system to function, vendor registration must continue to be performed. Removing this fee creates an unfunded mandate.
