The WVDE is currently doing much of the work required of the SEA in the bill. The annual purchase of literacy/numeracy screeners and development of a professional development module for LEAs make up the increase to existing and new costs.

Explanation of above estimates (including long-range effect):
$154,000 annually – Assisting LEAs with acquiring literacy/numeracy screeners (approx. 22,000 students @ $7/instrument)
$5,000 (one-time cost) – Purchase or development of professional development module for LEAs to use toward their 60-minute annual requirement
Memorandum
The WVDE currently is working on developing guidance documents for dyslexia and dyscalculia to accommodate the multi-tiered system of support currently in place, and thus, will not result in any increased costs for that requirement. The bill requires that the WVDE explore options to assist LEAs with the cost for approved literacy/numeracy screeners if they are unable to purchase the tools themselves. Approximately 22,000 students currently utilize the WVDE’s literacy screener and it is assumed the same number would require the new literacy/numeracy screener. The professional development module has a cost range of $0, if developed in house by the WVDE, to approximately $5,000, for the purchase of a pre-existing module from an outside vendor.
