As written, this bill would include children and spouses to be eligible for the program. Expanding eligibility would increase costs to the Department. At this time, it is unknown how many additional program participants there will be, if this legislation was enacted. Though the funds for this program are re-appropriated, the Department has not received appropriations since FY2012.
