This bill would authorize Bluefield State University and West Virginia State University to offer associate degrees in consideration of their mission as historically black colleges.
The enactment of this bill may not require additional appropriations for either institution; however, it will impact the budgets of the individual institutions due to the creation of duplicate academic programs, including the increased cost of program delivery at the baccalaureate institution level. The degree of that cost will vary based on the program created.
