Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the collection and analysis of data relating to the delivery of pregnancy termination services through the West Virginia Medicaid Program. This bill would require health care providers seeking reimbursement for pregnancy termination services to submit reports for each instance of service identifying the health, social, and economic factors contributing to the decision to terminate a pregnancy. The Department of Health and Human Resources would be required to analyze the data and make regular reports to the Governor and the Legislature. The Department of Health and Human Resources, Bureau for Medical Services currently requires the collection of pregnancy termination data, but does not analyze data for reporting to the Governor and Legislature. The legislation requires the Secretary to designate a separate office to receive the report for entry into a statistical analysis system. The Department's Health Statistics Center has the ability to cover the additional data entry and analysis upon creation of new statistical analysis system with current staff. The Department estimates a fiscal impact of $70,200 relating to Programmer analyst needed to develop and maintain the database needed to capture the required information.

Explanation of above estimates (including long-range effect):


The Department of Health and Human Resources, through the Bureau for Medical Services, currently requires the collection of pregnancy termination data; therefore, collection of the data would not cost additional funding. The Department's Management Information Systems would require a Programmer Analyst at an estimated salary of $52,000, plus $18,200 benefits (35%), totaling $70,200. Analyzing and data entry can be covered with existing staff. Electronic feeds are available from the Managed Care Organizations (MCO) and Gainwell based on claims data that feed into the data warehouse. ICD-10 diagnostic Z-codes could identify some of the fields but they are currently under-utilized on all claims data.
