Unfortunately, the WVDE lacks the data necessary to calculate a cost estimate regarding this proposed legislation because the WVDE does not have a means of calculating how many underrepresented portions of the population would be eligible to apply for the Scholarship Fund for Underrepresented Groups of Educators. Additionally, the fiscal impact of this proposed legislation will also depend on the amount of scholarship money allocated for the Scholarship Fund for Underrepresented Groups of Educators.

Memorandum
The WVDE Grow Your Own WV Pathway to Teaching and Registered Apprenticeship initiatives are statewide initiatives nearing the pilot year (2022-23) completion. These initiatives target support for rural, first-generation, low SES high school students in the State. There are currently 35 counties and 260 students participating in this pilot program. This bill could support initiatives already in effect.
