Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Proposed HB3180 makes West Virginia Division of Highways (DOH) locate and track all animals that cross State roads. This would be difficult and costly. Implementing grade separated crossings at locations where none exists will introduce bridges and other structures at an unprecedented rate. Assuming the Division of Natural Resources (DNR) is responsible for identification and tracking the future years, design and construction will affect the DOH most.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. DOH is responsible for approximately 38,853 miles of road. Estimating one (1) grade separated structure per mile of maintained road at $1M per structure results in an additional $38,853,000,000 need in the State road fund. Also this would increase our inspection need approximately five fold. This need is over ten (10) times our current five-year Federal Allocation.
